Mayhem, the intentional crippling of someone so as as to render them incapable of self-defense or serving their country in war, is a felony in all states, and a despicable barbaric practice of heinousness sufficient to be banned by the Geneva Conventions as monstrous. It should be considered as an act of war when perpetrated upon a person of one nationality by a person of another nationality.
Then again, this could be much more simply explained as a development of increasing penetration of the Washington DC suburbs by Illegal Immigrant Street Gangs. It really doesn't matter about the sources of the weapons. What matters are the weapons themselves and the tactics used to cripple Americans.
One variety, which is really quite insidious in its effects, is about four inches long, and at first glance appears to be a stir-straw, like you get with your cup of coffee-to-go. However it contains wires which have barbs at the end, twisted together loosely, wrapped around a small rod. The whole central assembly has string wrapped around it. It is applied to the shoulder or neck, held rather like a hypodermic. It is pressed against the skin, and as the central rod is pressed home, the string is rapidly pulled out, and the central wires are driven into the flesh, where they penetrate and bind several different muscle-tendon groups. Very difficult if not impossible to remove, and very cheap and given a decent fabrication facility, simple to make. The "wires" might not be wires at all, but some plastic that would be design be very difficult to image. Often , the "wires" are coated with interesting chemicals such as compounds of Ketamine and Versed, which in combination induce psychotic mentation and intermittent lapses in consciousness, and retrograde amnesia. It certainly makes it difficult to file a coherent police report. (Please also research Rohypnol and "Burundanga", both of which are amnesia-inducing coercive chemicals. Rohypnol is primarily used in date-rapes, but Burundanga, a South American gangster drug, is primarily used as an aid in assaults and in particular kidnappings.)
Another variety of mayhem tool is similar to the first, but it makes use of a ratchet screwdriver to apply the wires.
Common aiming points are the huge sinus that begins at the nape of the neck and extends entirely into the center of the brain. This might well be the much-rumored cortex bomb. The type of device applied to the back of the neck I have always seen wrapped in an envelop of the type that one finds around bandaids or pre-threaded suture needles at hospitals. I request any information or corroboration from anyone with any medical background.
Another application tool for a similar technology is about the size of a small box of matches, with a central hole about the size of a pencil. It contains two barbed plastic hooks of a size suitable for trout, linked together with some sort of ligature which evidently contracts when exposed to moisture.
A note on detection and removal - These technologies are of course not designed to be removed easily, if at all. It must also be strongly noted that by design, they do not image well through standard radiologic techiques. It must be noted even more strongly that after carefully choosing the correct doctor, and even more carefully choosing the correct radiologist, one must first examine in standard X-ray for deformations and displacement caused by the devices and technologies, from which one can infer the presence. After this inferential radiology has been performed, CAT scan the victim, and run the data through enhancement processes which will also reveal metal. The devices probably are only visible under MRI protocols - and the magnetic effects of MRI can be deadly if the victim has any metal mayhem tech implanted.
Beware. If anyone does this mayhem attack on you, immediately contact several close friends, and your local sheriff. Do not deal with the local police. Do NOT allow anyone to talk you out of filing charges, nor to talk you into filing charges for your state's equivalent of simple assault. Be sure to advise the responding personnel that you may have been injected with a psychotomimetic compound, and that the instant report is a primary one, and you should have a secondary report taken later, to allow any chemicals to wear off and let you make a complete and sober reporting of this matter. Be also advised that it wherever possible, mayhem will be performed when you are in no condition, or surroundings, to properly defend yourself; if you can be co-opted by your location or the company you keep, you will be so co-opted.
Again, simple assualt will not be a sufficient charge. Insist on filing charges for Mayhem, upon conviction the person will do hard time, and the offense is eminently actionable in civil court.
If you are struck with one of these devices, immediately raise hell. You might die; these people always travel in packs, and they probably will only apply this Mayhem technology to cripple you when they are reasonably sure that you have no weapons nor backup.
Be very wary of the doctors you approach to deal with this. It would be unwise in the extreme to go to any large hospital, as these would of course be primary targets for preparatory staffing as prelude to consolidation of control.
Could something like this be pulled off? Reliable rumor has it that for years there has been a plot to invade the US, an invasion that would take generations. Hitler had his "Werewolves", who were supposed to go on a reign of terror after Germany lost, and the Soviets were rumored to have their "paminyatchkaya" Travellers. Are those nice people who just moved in across the street really sinister spies? Is The War finally coming to town?
